Greenlight is an attempt to bring games to Valve's attention that are good enough to be sold through Steam that Valve wouldn't otherwise know about. Once a developer has a game on Steam it seems like they are pretty much automatically able to get their subsequent games on, but that first is the bottleneck. There have been quite a few first games from developers that wanted onto Steam but couldn't get Valve to look at them because they didn't have enough reviewers to do so. The issue is and has been initial recognition.
